Then the same assumption is made that killers -aren't- being deterred. If they know the punishment, and still do it anyways, it defeats the purpose. I say improve DNA testing, and shoot em where they stand when they're guilty. At the very least, stop pampering criminals that are in jail-- Cable? Weight rooms? -I- don't even have those kinds of luxuries. If they act as a rabid animal, treat them as one-- cage them in a small box, or shoot them.
