There would still be violent killers in prison -- just not on death row. Not every state has the death penalty and not every murderer receives the death sentence so instituting immediate execution would *not* release money for prisons (allowing your assumption that death row inmates require a disporportionate amount of funds to monitor them to stand unchallenged -- which, btw, is an inaccurate assumption).
Truth in sentencing movements aren't seeking to rehabilitate. They aim to secure a "real" life sentence that can be only be reversed in the case a convicted murderer is exonerated--not by a parole board.
