In most Vampire games, random combat (which is the situation in which celerity is so useful) is very rare. In a campaign that utilizes intrigue, planning, and tactics, celerity becomes much less useful because one can plan to circumvent it through the use of other powers.

Though, of course, an Assamite with a 5 celerity can fuck up just about any ambush, unless there's a Tremere around to prevent him from expending Blood Points.
actually i had a great DM who, when everything came to a head, instigated an epic battle including different species of whitewolf monsters (werewolves and such in a vampire game).. the battle was designed for the heroes to win, of course, with the enemy getting away in the end..

you can tell i never went back to the game after that campaign, eh?

my point was i find the battle system too simplistic.. white wolf claims that's because they're more story intensive.. but an RPG can have a good story AND battle system at the same time.. just seems like a cop-out to me..
