Legality is a local thing. Generally, it should be quite legal to own in most localities as its' only sin is a removable box magazine and bayonet. The bayonet itself might get you in trouble, but it should be easy to remove, and it will only get you in trouble if you are caught by a truly anal-retentive cop. Again, check your local laws to be certain.
Most Chinese rifles are teh suck. I had a Russian SKS that shot incredibly well given the ammo and weapon. It printed better than some bolt-actions I've owned. Everything Chinese I've shot was just plain bad though. My Norinco copy of the AK-47 was a trooper though, right price, never wanting to be cleaned, fired when wet, good stampings etc. If it had hit what it was pointed at, I'd still have it.
Fun to shoot is a subjective thing. I find most rifles with hi-caps mags to be fun shooters for plinking purposes. The 7.62x39 is a light recoiling round and cheap to buy. It will hurt your shoulder less than your pocketbook, and that is saying something. In general, so long as the price was low for the gun, you have a fun piece that you can abuse and still expect to function. Enjoy, just don't expect it to shoot straight, and consider yourself right lucky if it does.
