What do you mean by that? The point is he wants to recreate what I assume is his favorite part of the matrix.
As for emulating bullet time, they created bullet time as a gameplay concept and there are videos of the bullet time from Max Payne before the Matrix came out. What they were trying to emulate with Max Payne was the fevered action of Hong Kong action movies and the feel of noir films.
