If he denies it and it's true, he can never make a comeback, thus the lack of denial.
If it isn't true, the worst thing he could do is start spouting off against the investigators. There's no sense in giving investigators incentive to dig deeper than they have to; they might find something as bad if not worse than painkiller-abuse. Hence he's keep his mouth shut.
Even the appearance of non-cooperation is the equivalent of an admission of guilt in many people's eyes, hence the "full cooperation."
The man's not stupid, just weak.
