I think you're trying to create drama where there is none. IIRC, some Iraqi resistance during the war were using civilian buildings as bases of operation, and so were bombed. I'm not trying to suggest that the big-bad-evil America is out to kill innocent people and destroy their way of life, so please quit with the overdramatization.
We aren't the police, so we (the US Military) should not be dealing with Iraqi criminal issues. The Iraqi police should. Our forces should try to keep a low [humanitarian] profile and let the Iraqis take care of their people.
