Well there are two ways to go here, depending on how you interpret the Constitution. If you're a conservative you'd probably have to pick someone like Washington or Jefferson, if you're a liberal then someone like Roosevelt or Johnson, I imagine.
I think our modern government works best when one party controls the executive and another controls the congress. So for me, I'm going to say the Bill Clinton era.
