Bush did start something like a department of faith. He has one for faith-based and community organizations. Isn't a community organization the same as a faith based one? Why even include that in the name? He says that he's doing it so that communities can get charity from people besides the government, so why not give money to charities? If a "faith-based" organization gives charity, then it should qualify as one? Therefore Bush could just support "charities."
