Yes all it does is hold back more talent. In place of the Vince Vs Steph match we could have a Matt Hardy match, a Shannon Moore match, heck any of the talent that deserves a spot on the card. Not this trash. At least Raw has the actually talented McMahon, Shane. He may not be the best wrestler, but he doesn't hog the camera and he can take some sick bumps.
