That passage regarding spilling seed on the ground is in reference to a man who was obligated to get his dead brother's wife pregnant according to Jewish law. He "broke" the law by cumming on the ground instead of in her and was punished for it. I know it's harsh but it was his motive of refusal to do his "responsibility" rather than where he came.
