IMO - Ibanez is probably the best value for a beginner - really decent quality and well made. I have owned Strats, Squires, Ibanezes and am really happy with the quality of Ibanez electrics.
In fact, I have a few professional grade guitars and just bought a $200 Ibanez GAX70 as a goofing around humbucking guitar and am quite happy with the value.
As for amps, for starters I'd go to a local guitar shop or Ebay and look for a used solid state small Fender, Marshall, Peavey or Crate - used amps can be had on the cheap.
