First, a point of clarification: murders, except for ~6%, have one of the lowest recidivism rate of ex-offenders. However, your point is valid for the remainder who *would* kill again. Your issue seems to be that the risk of a person killing again is too much to bear. Wouldn't the answer then be truth in sentencing--life in prison means life in prison. That is, no parole--ever. Would that adequately address your two main concerns of a) innocent people wrongly executed and b) release of people who might kill again? Such a solution is definately appealing to me for the reasons already mentioned throughout the thread.
