The Cardinals and the Clippers will both never win a title in my lifetime if the ownership and the owners mindset stays the same. They try to run their team as a business, that is, low payroll, very low payroll. The cheaper the better. The most profitable team in the NBA for the longest time has actually been the Clippers because they pay their players so little and rarely resign them. When they do resign players, they don't resign all of their players, so the potential playoff team is now a bottom barrell team again until the next year when they get another lottery pick and history continues to repeat itself.
The Cardinals just have horrible management. There's nothing else that can be said.
The Tigers however hold one thing in their favor that the Clippers and Cardinals don't, the Tigers play baseball. Baseball is the one sport that can be truely won on a small market payroll, see Billy Beane and the Oakland A's for evidence.
