one thing you have to remember is that HL2 is very much based on DX9 while Doom3 while having a little Dx9 is more based on DX7, so thats why the fx can run better, its just simply not good enough for Dx9 yet.
And i refuse to believe a driver update can fix that, expecially without dropping visual quality any further
