like Erik suggested, it could be the movement. if she just rocks, that may feel good to her, but it usually doesn't do anything for a guy. it might be easier for her to add some motion/friction if you helped her with your hands. place your hands on her hips or under her butt to help her with up and down movement. also, if you have her squat instead of kneel over you, that might make things easier, too.
