decided not to wade through all these posts, so forgive me if i'm repeating anything...
i think there's a distinct difference between ocularity and sexuality. i know i enjoy looking at women, and that given the current fashion trends and maturity-rate, it sometimes goes down to 16 or 17 years old 'fore i realize that i'm casing some prime jail material.
that said, i think it's a huge risk to engage in sexual activity with anyone younger than a college student. having noted the huge difference in maturity and philosophical outlook in me when i got through my first year in college, i would assume the same change of personality in anyone else. therefore, anything below a college student i think is too large a gap.
