Yeah, he's a wild man- he sort of looks like he hasn't quite mastered the use of his limbs, and spazzes out while doing his routine. Like Kadath said, he was in UHF, as the shop guy who cuts off his thumb on a table saw. He also used to be a regular on Dr. Katz.
