Theres no charge for using steam. All that is required is a cdkey for any Valve game, and you automatically are entitled to all its benefits.
In the future games will be distributed through steam in addition to retail. You can also subscribe for a monthly fee to get access to any of the games available through steam without actually purchasing any product all at once. So for instance you subscribe, you download HL2 off of it for your regular 10$ a month or whatever. You can play HL2 as long as you continue to subscribe, as well as the mods etc. Then say TF2 comes out, you get it as well for that same subscribtion fee.
How practical is all this? It remains to be seen... But, its hardly the downfall of gaming to provide extra options to people.
