Dreamweaver MX is much much better than 4.0. For starters, the workspace has been much improved. No more figuring out how to arrange floating windows and palettes, now everything is in one streamlined window with a tabbed palette interface.
Also Dreamweaver MX makes it a lot easier to build database driven web applications in a variety of languages, using a wysiwyg interface. It's well worth the upgrade fee, IMHO.
