I know of 14 year olds that look like 18 year olds. They are fully "developed" if you know what I mean. 16 would be a safe age, but if you are under 20 than 15 isn't too bad. It's pretty much a matter of how old the guy is. If he is like 17, than 14 year old girls are ok (i'd say 14 is the cut, younger than that and they aren't even in high school). If the guy is like 25 then anything under 18 is just wrong. But for some reason, a 40 year old man and a 20 year old woman is seen as normal and accepted in society.
