"Foo Fighters" got their name from the British planes charged with dropping bombs strategically to extinguish or prevent the spread of fires during WWII. They were also used in France, where they were called Foo Fighters after the word "feu" (French for "fire"), which got its pronounciation corrupted when used by the Brits. Basically, it means "Fire Fighters".
Godspeed You! Black Emperor is a direct translation of the title of a 1950's Japanese biker movie. The movie itself was never popular, but it obviously deeply affected the founders of the band.
