Um, no, you're wrong, Las. The group as a whole controls the game. You may see nothing preventing the GM from assigning 50mil exp to someone for whacking a bat, but the actual controlling influence is you and the group you play with. If the GM pulls such a pudly maneuver, call him on it and/or walk out. Word gets around, people stop associating with such a troll. You, as the player, have as much control over how much you enjoy the game as the GM does.
Additionally, most GM's don't just make up a setting whole cloth. They use established worlds published by gaming companies that have books and books worth of info and background. Honestly, you sound like you had a bad experience with PnP gaming, and it's a damned shame. It's a heckuva lot more fun for most people than CRPG's.
