I have heard that it is, genetically speaking, easier to give both sexes nipples. I mean, it is genetically "cheaper" (ie takes up less information) to simply give both sexes nipples and activiate them with some well timed hormones later, per lafemmefatale's quote.
If you ever write software, you can see how this is possible.
