Japan isn't going to be a major military power anytime soon. Japanese society is ashamed of the atrocities its former regime committed to the Asian continent for the century preceding WWII. Much like in the way Germans would feel uncomfortable possessing nuclear arms-given their history (however long ago) with weapons and mass destruction.
