afaik, there's really no way to format/reinstall without having to reinstall all your proggies again.
pain in the ass, yes. but if you've done it a few times you get the hang of how to do it the most efficiently and such.
Norton Ghost will ghost all your installed programs too, so for future reference that can be an option shortly after a fresh install when u've got everything essential situated properly, make a ghost and use that in the future.
depending on how often you do formats tho, that can be silly if you've got lots of programs to update and such.
(ps) i think what most people do with their partitions is have the C: be the system partition, with the OS *and* programs.
then the other partition(s) are the storage.
