90's Chryslers, 80's GM sedans, 80's Chryslers, 80's Fords, etc.
They start with delamination fo clearcoat usually, then move on to paint coming off. Paint tech changed radically in the 70's due to heavy EPA restrictions. Those gorgeous but oh-so-toxic lacquers and enamels went away and were replaced with inferior urethanes and modern enamels and such. They didn't really know how to do it then either, and took the cheap route. Result is a paint job than doesn't last more than a few years and eventually simply starts falling off the car.
Nowadays things have gotten somewhat better. There is still no quick fix for your problem. Sand it, paint it. Hope no other panels flake out.
