What has happened is the tube that holds the gas has either cracked or leaked....... there really isn't a way you can fix it other than take it to a shop that works on neon lights.
As to the cost, I couldn't say..... if the tube isn't broken I suppose it wouldn't cost too much, they would just have to refill it and seal it back up...... replacing the whole 'lite beer' tube would cost more than it is worth unless it's a rare light that is a collectors item.
