Can you tell us a bit about your setup? Are you talking your home system with a DSL/cable modem connection? Do you have a firewall? Are you trying to prevent OTHERS in your house or office from surfing using your system? Windows XP home or Pro?
A pretty solid way to block the Internet would be to remove the hardware needed to access it: network card, modem, IR, wireless, etc. Is the level you want?
