If you know anything about programming (specificly .NET) you can write a nice little class to do it for you. Then you can toss it on a ASP.NET page or in a .NET app.
But MS-Paint on XP (older versions don't do it IIRC) will do it just fine.
//edit: and yes, this can be done in alot of languages, I just have fancied .NET as of late.
