The first is obviously NO.
The second one is more difficult. Most likely I wouldn't, but there's always the possibility that the chic is super hot there would be an outside chance. Not likely. I've fucked a few chics that weren't my girlfriends, but I've known them all for quit a while so they weren't strangers.
I had a stranger/chic a few times approach me who just wanted to hook up, but I declined.
