Oh come on, all he said is that its not terrorism, and all of a sudden he's stimulating fear, uncertainly, and doubt? I think you are digging way too deep into the meaning of his words. Like previous posters have said, he's just reassuring people that things will be ok - you know, because people are frightful animals, and a mob of frightful animals is downright dangerous.
Bush is definitely not the brightest bulb on the chandelier, but all these conspiracy theories are just silly. I'm not voting for him, because he's a sub-intelligent oil-man whose interests don't coincide with mine, not because he's the evil manipulative genius you seem to make him out to be
