This theory stems from the "minimal effects" model (you can look up the term yourself), meaning that the media are able to reinforce but not change whatever decision you've already made. So these scare tactics is a method to enhance our already existing point of views against smoking, hence, preaching to the converted. It doesn't do much for those who already do smoke, but it effectively reinforces the stance of a non-smoker.
