The entire shock campaign preaches to the converted. The whole point of them is not to get people to stop smoking -- they are well aware of the risks, so any scare tactics or campaigns that nag at smokers to quit is just going to be annoying to a smoker who is already
trying to quit. The idea is to prevent those who already
don't smoke to continue to
not smoke.
