Yup, that's the problem. He needs something that is less than that. If he gives her a small box in front of a large group of people, it had better have a ring in it.
My suggestion would be necklace or bracelet. Make sure it is a colored stone and won't be mistaken for a diamond. Also, if you give it to her in front of people, make sure the box is big and not shaped like a ring box.
