here's what i think.
you need to get a certain percentage of the original electorate to sign the recall petition to start a recall (in this case, about 800k signatures)
after they're validated, they allow people to sign up for governor.
all you need is the $$ and about 80 signatures and your name is on the ballot (names are in a random order).
there will be 2 parts to the ballot.
in the first part, it asks you whether or not to recall gray davis. in part 2, it asks you to choose a replacement candidate.
davis needs to get more than 50% of the voters to choose NO in the first part to stay in office.
if he doesnt get that, the candidate with plurality in part #2 wins the governorship.
