The range is only 12km, and they are air-to-ground missiles with only a 7kg or 10kg payload, so they don't appear to be applicable to any bio or chem weapons use. I vaguely remember a story, which I can't find on google, where there was some debate over whether some 400-ish mile range missiles iraq had were just within or just outside UN guidelines, so I'm sure 12km is well within what they were allowed to have.
That's the point of the story, as I read it, the CIA was saying that the tubes had no other use than for nuclear purposes, and the article is saying that they were actually perfect for making the Medusa 81. Much like the hydrogen trucks that turned out to be, well, hydrogen trucks, this is just another example of how the bush administration was willing to tell any lie they needed to tell to get us into this war.
