We have 2 stalls at work, and I have always used the handicap stall. I have never encountered the situation were someone in a wheelchair or otherwise needed to use the facilities before me. But if that ever did happen I would be sure to accomodate them first.
I think its all about a certain amount of courtesy and respect.
