I think it's different between toilets and parking spaces. The parking spaces are closer to the building etc so that handicapped people don't have to travel as far. The toilets are designed so you can physically fit in a wheelchair/transfer to the toilet/alarm cord in case of problems.
If you use a handicapped parking space, you're preventing a handicapped person from using that space - hence causing trouble. If you use the handicapped toilet, the worst is that they have to wait a bit while you're in there (so keep it short and sweet!)
as cliv says, it's handicapped accessible, not handicapped only!
