Actually, this is one move that makes a bit of sense.
If the report came out in its entirety, it would most likely finger some key saudis.
I can only guess that there would be a HUGE American backlash against Saudi Arabia.
This in turn would destabilize the current (American friendly) government of Saudi Arabia. The Saudi Royal family is some 30,000 people believe it or not. Some of them want to be king and pope, but they can not unless the current gov't is tossed out some how. These are most likely the ones funding or aiding the terrorists, but only for totally selfish reasons.
Right now, the last thing the middle east needs is another unstable gov't.
The end result of an unstable saudi gov't would be that the house of saud would fall, and it would be quite possible that a fundamentalist islamic gov't would take it's place, possibly even those who helped support 911.
By fingering the Saudis (and rightfully so) the Americans would be playing right into the hands of Osama Bin Ladden and company.
Ironic isn't it.
