Thats cause we (dolphins and I think some monkey's excluded) are the only species that have sex for recreation. Please let me know if I'm wrong on that. And I believe we are trained or conditioned to like breasteses.
If you lived in a hut in Africa I doubt you would be all about the fun bags. I mean look at any National Geographic. A lot of tribes run around topless and they don't think anything of it, they are, afterall, lumps of fat.
Mayhaps if we grew up in a society where women walked around shirtless, much like men do, we wouldn't think of them (boobies) in such a sexual way. Women are also usually covering their chests in public as if they were hiding/protecting something, so it goes back to the saying "The forbidden fruit is always the sweetest".
