A theory advanced by someone on the Discovery Channel a couple of years ago:
Most primates mate in the "doggy" position. From that side, the "trigger" for the male is a round bottom and bright red (vaginal) lips. Somewhere along the line, when humans began to walk upright, they figured out that they could mate face to face but the "trigger" was still there.
Over many thousands of years, males preferred females with that same roundness (including cleavage) and red lips to look at when they were mating. Females with those characteristics got more sex and had more children.
That also explains why blow jobs are such a big thing for men.
