If it's only Dry scalp, rinsing with apple cider vinigar may help some. Using a conditioner on the scalp may help. Also overtreatment and frequent washing can cause drier scalp so if you can do it only wash your hair every other day. Using a leave in conditioner like Infusium (not specifically recommending that one but it's the only name of one I could remember) or other spray on conditioners sometimes help more with dry scalp too.
Are you sure it just dry scalp? Have someone look closely at it. Have them look for tiny flat pimples or "vesicles". That's often the result of an infection type of thing. If there are vesicles there are two possible reasons for them - fungus (similar to foot fungus/ringworm/athletes foot), or Staphlacoccus. Both are treated very differently.
IF it's only dry scalp it could be psoriasis too. Any of these possible things could be helped by seeing a Dr. The psoriasis can be helped with creams designed for that. The Staph may respond somewhat if you apply antibiotic ointment, and the fungus may respond to certain atheletes foot oitments. You could try those things and see what works.
