What's to keep it from being directive instead of predictive - that is, someone sees a long shot event, places lots of money on it, then carries it out and collects the profits? It's not like they would have done it in the first place, it just becomes another way to make a bunch of money.
Oop - just heard on NPR the program was terminated due to Senate objections.
