Regulars and friends who always pay their way, on those rare occasions when they come in looking like the world has dumped on them. A freebie is a way of saying, "somebody cares.'
Now, if they're regulars who _don't_ always want to pay their way and they're looking for a freebie, or total strangers, all they're going to get is a sympathetic ear and maybe a cup of coffee.
