1)Prepare a HTML file with the Flash applet, so that it appears the way you like it in your web browser.
2)Go to Display Properties > Desktop > Customize Desktop > Web > New
3)Choose the file you prepared in step 1)
The page you prepared will appear on your desktop. You can move/resize it, and then lock it in place when you're done.
