Both Kikaider and Cyborg 009 are based on manga by Shotaro Ishinomori, who wrote them back in the 60s and 70s. If the characters in those shows look cartoony, it's because that was his style, and the styles of many of his contemporaries like Osamu Tezuka and Tatsuo Yoshida were much the same during that time period.
As for the dubs, I've heard better, but also much, much worse.
