I remember being told about the headlight thing when I was learning to drive. It was referred to as the "Lights-out" gang or something. They followed you home, and put YOUR lights out. I now make it a point to flash my lights at people driving at night without headlights on, or in the rain without lights on (state law in many states, including Virginia and all Federal areas). It's such a simple thing to flip your lights on when you hit your wipers and no one does it. It's not like you're being asked to do something strenuous like put on a seat-belt or something.
