I don't think what he describes is an infection. He said the glans is sensitive and kinda hurts from touching it, not that the pain is related to pulling the skin back. The sensitivity is normal, because the glans is actually a special membrane, not really skin and is meant to be protected by the foreskin and kept moist. In circumcised males, the glans adjusts to the loss of protection by getting a bit harder, and losing some of its sensitivity.
