If it is cracked, and not too badly, you could likely have a body shop fix it. Most bumper repairs come in at about 3-5 hours. I'd give a money range, but without knowing what area you live in, I wouldn't want to guess at the local body work rates. Figure, in either case of repair or replace, to have about 2 hours worth of refinish time. Again, no way to guess your local refinish rates or paint materials cost.
Bottom line - take your car by a local independent body shop and get an opinion. Locally, a 4 hour repair with refinish would be about $300 or so. Without seeing a pic of the damage, I can't say whether it is repairable or not, but body shops that are good at plastic repairs can do some amazing things.
As to replacing it yourself, dunno if it is worth it. Figure about 2 hours replace time and the same 2 hours for refinish. While it won't come out to much more than $500, it will be more. Again, the numbers I am guessimating are based on my locale. Yours may well be higher (likely higher as we enjoy some of the lowest average rates on the East Coast hereabouts).
